基于熵權TOPSIS的人才中心和創新高地發展水平測度及雁陣格局研究

摘要:推動打造新時代人才中心和創新高地建設的雁陣格局,對提升戰略科技力量和實現科技自立自強具有重要意義?;诮ㄔO資源、建設環境和建設成效三維度構建人才中心和創新高地發展水平的評價指標體系,運用熵權TOPSIS法對31個省域進行測度。研究發現:資源要素對衡量各省域發展水平具有重要作用;人才中心和創新高地發展水平整體表現為東部-中部-東北-西部階梯狀依次遞減的態勢,具體在各區域內部又呈現出不同的分布特征;基于"3+8+N"的分級策略,提出構建以世界級人才中心和創新高地為引領,國家級人才中心和創新高地為支撐,區域級、省級人才中心和創新高地為呼應的雁陣格局。最后,從凸顯頭雁引領示范效應、發揮強雁支撐帶動作用、構建協同并進雁陣格局和優化區域創新生態系統等方面提出對策建議。

Research on Measurement and Wild Goose Formation Pattern of Development Level of Talent Center and Innovation Highland Based on Entropy Weight TOPSIS
Abstract:It is of great significance to promote the creation of a "wild goose formation" pattern for the construction of talent centers and innovation highlands in the new era, which is important for the enhancement of strategic scientific and technological power and the realization of scientific and technological self-reliance and self-improvement. Based on the three dimensions of construction resources, construction environment and construction effectiveness, the evaluation index system of the development level of talent centers and innovation highlands is constructed, and the entropy weight TOPSIS method is used to measure the 31 provinces and regions. The study found that: resource elements play an important role in measuring the development level of provinces and regions; the development level of talent centers and innovation highlands as a whole shows a decreasing trend of east-central-northeastern-western ladder, with different distribution characteristics within each region; based on the "3+8+N" grading strategy, it is proposed to build a "wild goose formation" pattern with world-class talent centers and innovation highlands as the leader, national talent centers and innovation highlands as the support, and regional and provincial talent centers and innovation highlands as the echo. Finally, we put forward countermeasures and suggestions from the aspects of highlighting the leading demonstration effect of the head geese, playing the role of supporting and driving the strong geese, constructing a synergistic and progressive "wild goose formation" pattern and optimizing the regional innovation ecosystem.
