摘要：本文基于輕量級非對稱身份和關聯實名身份概念提出了二代身份證+方案，闡述了一個正本加多個專用副本的管理技術體系，強調關聯實名身份數據庫應由國家促信機構離線創建與保管。文章論述了網絡時代身份證件三原則，即一致性原則、周密性原則和可追溯性原則，指出了二代身份證網上副本的不足。建議目前開設金融財稅、醫療保健、科教文體、組織人事、綜合等五個專用副本。前四個副本均置有口令，并對名字、生日、血型、住址、籍貫等信息做選擇性標示。副本的非對稱身份由居民18位身份號碼映射而來，長度為18-20個字符，既適合線上使用，也適合線下使用，并用帶識別碼的特制私鑰U盤來保證網絡登錄時人證的一致性，是網絡實名制的一個理想實現。居民非對稱身份的查驗經由遠程統一驗證平臺或現場讀卡器進行。文章還討論了相應的管理制度與實施辦法。二代身份證+最大程度地保護了居民的隱私和個人信息，而同時不失使用的便利性和社會公共治安的功能性。

Abstract：This paper proposes the scheme of an ID card II + based on a lightweight asymmetric identity and an identity relating a real name (IRRN), expounds the management technology architecture of an original ID card plus several special counterparts, and emphasizes that the IRRN database should be created and kept by the national advancing credit organization. The paper argues the three principles of identity cards in a network era, and points out that there are the flaws of the electronic counterpart of an ID card II. The paper suggests that five special counterparts for finance-tax, medicine-health, education-sporting, personnel resource, and general use should be established at present. A password is placed in each of the former four counterparts. An asymmetric identity 18 - 20 characters long on / in a counterpart reflects a resident identity of 18 digits, fits online reading and offline writing, can assure the consistency of an owner with his counterpart when the owner logs on with a particular USB disk storing a private key, and checked by a far united verification platform or a near reader. Last, the paper discuss corresponding managerial rules and implementary measures. Summarily, an ID card II + protects the privacy and personal information of a resident, facilitates daily uses, and effects public security governing.
